Framework 04 — Open Architecture Market
Open architecture does more than connect systems. It creates the conditions for a market.
The Event
The U.S. Space Force has selected five companies to support the development of an open-architecture Space Data Network: Amazon Leo for Government, Lockheed Martin, Northrop Grumman, Rocket Lab, and York Space Systems.
Each company received a complementary set of fixed-price contracts and Other Transaction Authority agreements valued at $12 million. The program will test high-speed optical communication routing in orbit and develop standardized physical, electrical, data, and security interfaces.
The objective is to connect different commercial satellite systems through a repeatable and secure network architecture. Instead of relying on a single supplier or closed system, the Space Force is establishing a shared foundation through which multiple providers may contribute capabilities and compete over time.
The significance of this initiative therefore extends beyond the initial contracts. It illustrates how interoperability can influence the structure of a market.
The Analysis
Space infrastructure is often developed as a collection of separate systems. Different manufacturers may use incompatible interfaces, security protocols, data formats, and operational models. Even when several capable suppliers exist, the cost and complexity of connecting their systems can restrict participation and reinforce dependence on a limited number of providers.
An open architecture changes this dynamic by establishing common requirements through which different systems can interact.
When technical and operational interfaces become standardized, a new provider does not need to redesign its entire system around a single customer or proprietary network. Integration becomes more repeatable, switching between suppliers becomes easier, and commercial capabilities can be introduced without rebuilding the wider infrastructure.
This can transform interoperability from a technical feature into an economic mechanism.
Lower integration barriers can expand the number of companies capable of entering a program. More participants can increase competitive pressure, broaden the available supply base, and reduce long-term dependence on a single vendor. A shared architecture can also allow the network to absorb new technologies as they emerge rather than remaining tied to one generation of hardware.
However, open architecture does not automatically create an open market. Standards must be usable, access must remain commercially realistic, and procurement must continue to support multiple providers. If one company controls the essential interfaces or receives most subsequent orders, the architecture may be technically open while the market remains concentrated.

A strategic need first creates demand for a more resilient or adaptable capability. An open architecture then establishes the common interfaces required to connect different systems.
These shared interfaces can reduce the technical and economic barriers associated with integration. Lower barriers make it possible for more suppliers to participate within the same infrastructure. If procurement remains accessible and demand continues, multi-vendor participation can develop into persistent competition rather than a single demonstration.
Over time, this competitive ecosystem may attract additional capabilities, suppliers, and investment, allowing the underlying market to expand.

The selection of five providers, the deliberate reduction of single-source dependence, and the creation of a pathway for future entrants represent meaningful signals across Commercial Competition, National Space Programs, and Military/Defense Space Posture.
It also connects to the Space Research DataPool through the development and orbital testing of optical routing, standardized interfaces, digital models, and security protocols. These activities may contribute to Technology Development, Missions & Experiments, and Breakthroughs, Standards & Methods when measurable progress is demonstrated.
The awards should enter the Investment DataPool only if they qualify as new government development spending that creates lasting infrastructure or technological capacity. Routine service procurement should not be treated as investment. This distinction prevents the same event from being counted simply because it contains both commercial contracts and technical development.
Through these connections, Framework 04 helps SEI recognize not only how much activity is occurring, but how the structure of competition and infrastructure within the space economy may be changing.
